About this opportunity
The District of Columbia Department of General Services is requesting bids on turnkey district-wide conveyance system inspection, testing, maintenance, and break/fix services under IFB DCAM-27-NC-IFB-0001, with bids due September 30, 2026. The District intends to award multiple firm-fixed-price contracts organized into four separate groups covering District of Columbia Public Schools (182 conveyances), other municipal facilities (69 conveyances), Department of Parks and Recreation facilities (22 conveyances), and Department of Human Services shelters (45 conveyances), totaling approximately 318 elevators, lifts, and related systems across all eight wards.
Bidders must hold active District of Columbia Board of Industrial Trades elevator contractor licenses and NIGP Code 9101317 registration at bid submission. Non-DBE contractors must subcontract at least 35 percent of contract value to certified business enterprises; DBE/CBE primes must self-perform 50 percent and subcontract 35 percent of remaining work to SBEs or CBEs. All costs must comply with Service Contract Act Wage Determination No. 2015-4281 (Rev. 37, effective May 14, 2026) and D.C. Living Wage Act requirements, embedded in the firm-fixed-price monthly rate with no additional adjustments permitted. Contractors must employ bona fide employees exclusively; no independent contractors or 1099 personnel are permitted.
Pricing comprises two components: Component A is an all-inclusive firm-fixed-price monthly rate covering all turnkey services, labor, materials, tools, equipment, transportation, supervision, and administrative support; Component B is a non-guaranteed, not-to-exceed Owner-Directed Allowance for major-repair parts exceeding preventive-maintenance scope, capped at $300,000 per contract year. Bidders may submit proposals for one, multiple, or all four award groups and must provide complete pricing for the base year (October 1, 2026 through September 30, 2027) and up to four optional one-year renewal periods. All services must comply with ASME A17.1-A17.6, NEC, OSHA, and NFPA standards. The anticipated award date is October 1, 2026. Bidders must submit employment commitment letters from key personnel and an initial deficiency report template assessing baseline condition of all conveyances.
