About this opportunity

Texas Parks and Wildlife Department (TPWD) is requesting bids for one new DC electric powered crane for delivery to AE Woods Fish Hatchery in San Marcos, Texas, under IFB with bids due July 14, 2026 at 2:00 PM Central Time. A Texas bidder preference is available under Title 34 TAC Rule 20.306, and service-disabled veteran-owned businesses may claim preferences.

The crane must meet specified performance parameters: minimum crane moment rating of 16,000 ft-lbs (maximum 25,000 ft-lbs), maximum lift capacity of 800 lbs at 20 feet, and minimum winch single line pull capacity of 2,000 lbs. The unit must be powered by a 12-Volt DC electric hoist winch motor with hydraulic capabilities, include an anti-two block safety system, and comply with all ANSI and OSHA requirements. The crane must include a minimum 75-foot galvanized cable, 25-foot wired pendant control, and boom elevation range from −5 to +75 degrees. An optional line item covers a mounting pedestal or plate. Delivery must occur before August 31, 2026, and the contract expires upon delivery and final acceptance.

TPWD reserves the right to award on the basis of lowest line-item bid, lowest total, or any combination serving the state's best interest. Evaluation factors include lowest price, ability and qualifications, delivery schedule, past performance, life cycle costs, and installation costs. Shipping is F.O.B. destination with all freight, handling, and delivery fees included in unit prices. Payment is due within 30 days of receipt of a properly prepared invoice and acceptance of goods. Bids are binding for 90 business days from the bid due date. Respondents must provide a Texas Identification Number and certify compliance with debarment status, E-Verify compliance, and various statutory prohibitions.
