This is a Small Business Reserve (SBR) procurement limited to certified small businesses meeting State Finance and Procurement Article requirements and certified by the Department of Social and Economic Mobility's Office of Small, Minority & Women Business Affairs — a hard eligibility filter.

The scope encompasses Parts 1 and 2 of the facilities program for the 29449 Charlotte Hall Road site in St. Mary's County, Maryland, including site planning, building assessments, and programming of all buildings and facilities. Deliverables include a comprehensive facilities program, geotechnical study, Phase I and II environmental assessment reports, and detailed cost estimates. The contract is firm fixed-price with a 365-day duration and an anticipated Notice to Proceed in November 2026. A single award is intended. The 25% MBE subcontracting goal applies; no VSBE goal is designated. The contractor must maintain commercial general liability insurance of $2 million combined single limit per occurrence and $5 million annual aggregate; errors and omissions/professional liability of $2 million per combined single limit per claim and $3 million annual aggregate; and workers' compensation as required by law. All insurance must remain in effect through design, construction, and ten years after project acceptance.
