About this file
This is an Addendum document issued by the State of Maryland Department of General Services for Project No. DBFP 1025222 A, which concerns Facility's Programming for the Charlotte Hall Veterans Home New Construction and Renovations. The addendum, issued on August 12, 2026, clarifies and modifies the original Request for Technical Proposal (RFTP) bid documents. Key dates have been affected: the originally scheduled pre-proposal date of August 14, 2026 has been canceled, and new dates for the pre-proposal meeting, question submission deadline, and proposal due date are to be announced. All questions regarding the solicitation must be submitted in writing to Procurement Officer Agyeman Ababio.
The addendum makes three substantive revisions to the original RFTP. First, it redesignates the procurement as a Small Business Reserve (SBR) procurement, limiting contract awards to certified small businesses meeting requirements under State Finance and Procurement Article 14-501 to 14-505 and certified by the Department of Social and Economic Mobility's Office of Small, Minority & Women Business Affairs. Second, the addendum establishes comprehensive insurance requirements, including Commercial General Liability coverage of $2,000,000 combined single limit per occurrence with $3,000,000 annual aggregate, Errors and Omissions/Professional Liability of $1,000,000 per claim with $2,000,000 aggregate, Workers' Compensation coverage of $1,000,000 per occurrence, and Automobile/Commercial Truck Insurance meeting Maryland standards. All insurance must remain in effect through design, construction, and ten years after project completion acceptance. Contractors must provide current certificates of insurance within five business days of recommended award and annually thereafter, with the State listed as an additional insured on all policies except Workers' Compensation and professional liability.
