About this opportunity
The Maryland Department of Human Services' Office of Technology for Human Services is soliciting bids for semi-annual preventive maintenance, battery inspection, and 24/7/365 emergency field service on data center power and cooling equipment at 25 S. Charles Street, Baltimore, under IFB OTHS-27-032-S. The non-mandatory pre-bid conference and site walkthrough is November 12, 2026 at 10:00 a.m., with RSVPs due 48 hours in advance. The solicitation is a Small Business Reserve set-aside, and award is restricted exclusively to certified Maryland SBR vendors registered in eMaryland Marketplace Advantage (eMMA) at bid submission. Sealed bids are due December 1, 2026 at 3:00 p.m. EST via ePACE.
Covered equipment includes two Liebert EXM 100kVA UPS systems with battery cabinets, maintenance bypass and power distribution cabinets, fourteen Vertiv Geist rack PDUs, three Liebert CRV in-row cooling units, three air-cooled drycoolers, and a dual-pump glycol skid. Bidders must show three consecutive years of comparable mission-critical data center service and technicians with OEM factory training or equivalent manufacturer-level competency on the specified Liebert and Vertiv platforms. The contractor must guarantee four-hour on-site arrival, with liquidated damages of $250 per hour for missed arrivals, and dispatch technicians within fifteen minutes of emergency notification. Written field reports are due within five business days of each inspection. All materials and replacement components must be mercury-free. MBE and VSBE subcontracting goals are 0 percent due to the specialized OEM technician requirements.
The contract is a firm-fixed-price, one-year base period from January 30, 2027 through January 29, 2028, with no renewal options. Pricing must be fully loaded, covering labor, overhead, travel, diagnostics, consumables, and equipment, with no additional fees permitted. Federal funds are used in part, so bidders must submit federal debarment and non-collusion certifications.
Addendum No. 1, issued November 2, 2026, adds official State responses to vendor inquiries and serial-number-level equipment identification for manufacturer service pricing. All other terms and deadlines are unchanged. Bidders must acknowledge the addendum through the ePACE confirmation prompt or by signing the addendum sheet in eMMA. Procurement Officer Samanta Clarke is the point of contact. Questions are due November 18, 2026 at 3:00 p.m.
