About this opportunity
The Louisville Metropolitan Police Department (LMPD) is soliciting data analytics software through Request for Proposal (RFP) #260178 to analyze police traffic stops, pedestrian stops, use of force data, and other police interactions using academically supported and peer-reviewed methodologies. The procurement is managed by the Louisville/Jefferson County Metro Government in Kentucky and seeks software capable of identifying potential bias and discrimination, enhancing officer training and supervision, and improving overall police service effectiveness. Key deliverables include the creation of live dashboards for data analysis, real-time integration via API with LMPD's Records Management System (Mark43), Criminal Justice Information Services (CJIS) compliance, and root cause analysis capabilities to support performance improvements and direct training initiatives. The software must also support consultation with LMPD personnel and Louisville's Community Commitment monitoring team. Proposals will be evaluated on a 100-point scale consisting of software quality (60 points), vendor experience and qualifications (20 points), and price (20 points). The question period runs from February 19, 2026 at 3:30 PM EST through February 23, 2026 at 3:00 PM EST, with all proposals due by February 26, 2026 at 3:00 PM EST through the Bonfire web-based portal. Vendors must submit required documentation including a completed W-9 form, vendor information form, acknowledgements and preferences application, ban the box certification, Good Faith Effort forms (GFE-1 and GFE-2), IT Risk Assessment questionnaire, proposal documents, and detailed pricing, with a maximum file upload size of 1000 MB.
The procurement offers multiple preference opportunities available to qualifying vendors, including a 5 percent local vendor preference for businesses established in the Louisville Metropolitan Statistical Area for twelve consecutive months with current Revenue Commission accounts, and a 5 percent minimum wage preference for vendors certifying that all full-time employees earn at least $10.10 per hour, with false certification penalties of 25 percent and 30 percent of contract value, respectively. Bidders must demonstrate good faith efforts to subcontract with certified minority-owned, female-owned, and handicapped-owned businesses, with established participation goals of 15 percent minority-owned, 5 percent female-owned, and 0.5 percent handicapped-owned businesses. The procurement also considers Kentucky statutory preferences for correctional industries products and qualified nonprofit entities. Before commencing work, the selected vendor must obtain Commercial General Liability insurance with $1,000,000 combined single limits and $2,000,000 aggregate, Professional Liability insurance with $1,000,000 per claim and $2,000,000 aggregate limits, and Workers' Compensation insurance at statutory limits. Pricing proposals must remain firm for a minimum of six months after the proposal closing date, with Net 30 payment terms and pricing exclusive of state and federal excise taxes. No incumbent vendors, current contractors, or specific contract award values or budget ranges are identified in the solicitation documents.
