About this opportunity

The New Hampshire Department of Education, Bureau of Assessment and Accountability is issuing a Request for Proposal to procure data literacy coaching services for NH schools and districts. The vendor will deliver professional development and coaching across three priority areas: Using Data to Inform Instruction, Building a Culture of Data Literacy, and Supporting NH School Data Platform. Key deliverables include facilitating 2-3 sessions at the annual Assessment and Accountability Conference; delivering up to 4 full or partial-day trainings annually on data use and assessment administration; providing up to 5 in-person and/or virtual professional learning community sessions; supporting biweekly meetings with the NH Data Platform Vendor; and providing targeted school support services. The vendor must demonstrate extensive experience with NH statewide assessments (NHSAS, SAT School Day, DLM, and ACCESS tests), proficiency with NH data reporting platforms (iPlatform and Data Studio), knowledge of state standards, and proven capability in school improvement partnerships, professional development delivery, and data analysis. The RFP uses a 100-point scoring system with 80 points for the technical proposal (vendor qualifications, scope of work for the three priority areas, and project oversight) and 20 points for pricing. The vendor inquiry period closes May 22, 2026 at 4:00 PM, proposals are due June 2, 2026 at 4:00 PM, and the vendor selection notification is expected June 9, 2026. All proposals must be submitted electronically in searchable PDF format to David.E.Harrison@doe.nh.gov and Nathaniel.T.Greene@doe.nh.gov.

The RFP contains no identified set-aside designations or restrictions limiting eligible respondent types based on disadvantaged enterprise status or organizational classification. No incumbent vendor information or current contract details are specified in the available documentation. The vendor will be required to integrate with existing NH infrastructure, specifically the iPlatform and Data Studio data reporting systems and coordinate with the designated NH Data Platform Vendor through biweekly meetings. The resulting contract will be subject to the State of New Hampshire Standard Terms and Conditions (Form P-37), including compliance with federal and state laws, equal employment opportunity requirements, and commercial general liability insurance coverage of $1,000,000 per occurrence and $2,000,000 aggregate. The initial contract term will commence upon Governor and Executive Council approval and extend through June 30, 2029, with an option for the State to extend for up to three additional years based on satisfactory performance, continued funding, and required approvals. No specific budget value or award amount is listed in the RFP documentation.
