About this opportunity

The State of Michigan Department of Transportation is soliciting proposals for Data Acquisition and Collection System (Dataloggers) under Request for Proposal No. 190000003057. The procurement requires two complete measurement and control systems based on Campbell Scientific CR 1000X dataloggers or equivalents, to be delivered to the Michigan Department of Transportation Structure Construction Section in Lansing within 30 calendar days of order. The specified deliverables include dual datalogger systems with weather-resistant enclosures, two Sierra Wireless RV50 cellular gateways with antennas and surge protection, twelve 350-ohm input modules and eight 120-ohm input modules in 4-Wire Full Bridge configuration, two 16-channel 5V analog input modules, two 8-channel dynamic vibrating wire analyzers, network components including CAT6 cables, data analysis equipment, operating software, and comprehensive system assembly and programming services. All equipment must operate within temperature ranges of -55 degrees Celsius to +85 degrees Celsius and include calibration and programming. Contractors must provide three-year standard warranties on dataloggers and one-year standard warranties on input modules, with technical support available via toll-free number during business hours (8:00 a.m. to 5:00 p.m. EST) and resolution commitments of 24 hours for call center or 72 hours for on-site service. Pricing must be firm for 365 days beginning on the effective date and include all costs such as one-time charges, setup fees, shipping, and handling. Proposals are due electronically through www.michigan.gov/SIGMAVSS by 3:00 p.m. Eastern Time on August 27, 2019, submitted in modifiable formats with a maximum file size of 6 MB per document. Award will be made to the responsive and responsible bidder offering the best value based on a combination of factors including price, qualified disabled veteran status under MCL 18.1261(8), prior performance with the State, economic impact, and total-cost-of-ownership considerations.

The solicitation includes consideration for qualified disabled veteran-owned enterprises as an evaluation criterion. Bidders must submit a completed Vendor Questions Worksheet addressing company background, business structure, litigation history, contract defaults, qualified disabled veteran status if applicable, and various certifications regarding labor practices, tax compliance, Iran-linked business status, environmental citizenship, and outstanding State debt. Proposals remain irrevocable and binding for 180 calendar days from submission, and the State reserves the right to conduct on-site facility visits, oral presentations, interviews, reference checks, and background checks during evaluation. No specific incumbent vendors or current contractors are identified in the documentation. Contracts valued at $500,000 or greater require State Administrative Board approval, suggesting the potential contract value may fall within or exceed this threshold; however, an explicit budget range is not disclosed in the available materials. All standard Michigan contract terms apply, including F.O.B. destination delivery with vendor responsibility for all packaging and freight costs, inspection and rejection rights reserved by the State, payment within 45 calendar days of invoice receipt via Electronic Funds Transfer, and governance under Michigan law with disputes resolved in Michigan Court of Claims. Questions regarding the solicitation should be directed to Steve Kahl, Solicitation Manager, at 517-636-5708 or KahlS@Michigan.gov.
