About this opportunity

The Illinois Department of Administrative Services is requesting bids for DAT Sam Browne Belts and 501 Holsters under IFB B-53853, with bids due October 5, 2026 and a pre-bid conference via Webex on September 30, 2026 from 11:00 a.m. to 11:30 a.m. A Business Enterprise Program participation goal of 3 percent applies; submission of a completed BEP Utilization Plan is mandatory and renders a bid non-responsive if omitted.

The procurement supplies law enforcement duty belts and holsters to state agencies. Specifications are detailed in the contract documents and illustrated through reference photographs. Bidders must submit unit price quotations for both Sam Browne belts and 501 holsters, with pricing schedules established to serve multiple state entities under the state's standardized purchasing framework.

All bids must be submitted electronically through BidBuy; no mail, courier, email, or hand delivery will be accepted. Required submission documents include an Active Registered Vendor Disclosure (Form B) or Vendor Disclosure (Form A), an Offer to the State of Illinois, the Contract form, and the BEP Utilization Plan. Bidders may claim applicable preferences under the Illinois Procurement Code — including Illinois Business Preference or Domestic Product Preference — with supporting documentation. Bidders may submit exceptions to Standard Terms and Conditions in redlined form; the State retains acceptance or rejection authority.

Award will be made to the lowest priced responsive and responsible bidder. Bid bonds and performance bonds are not required. Bids must remain firm for 90 days from opening. The State reserves the right to reject any or all bids and waive minor defects. Questions must be submitted to the Information Contact no later than five business days before bid opening. A minority contractor initiative fee of $15 applies to awarded contracts of $1,000 or more. The resulting contract may be partially or wholly funded with federal funds; the percentage and dollar amount will be disclosed upon notice of award.
