The vendor must provide a 3:1 selection ratio (six canines total) for double-blind detection testing and deliver a minimum of four weeks of handler training for two Illinois State Police handlers. Complete medical documentation and certifications are required.
The initial contract term runs from the last signature date through June 30, 2027, with a maximum term not to exceed ten years including renewals or extensions. A minimum two-year warranty covers medical conditions and replacement for canines failing to perform due to pre-existing deficiencies. The vendor must carry General Commercial Liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law.
Vendors are ineligible if convicted of animal cruelty or neglect. Subcontracting is prohibited. All services must be performed in the United States unless otherwise disclosed. Payment follows the State Prompt Payment Act; invoices must be submitted no later than July 31 of the fiscal year in which services are provided.
