About this opportunity

The City of Philadelphia is soliciting quotes for a micro purchase requirements contract for dashboard cameras through its PHLContracts eProcurement platform. This procurement is open to responsive and responsible bidders, with award to be made as a whole to the lowest bidder. Sellers must quote all items to be eligible for award consideration, and submission of quotes must occur electronically through PHLContracts by the April 8, 2026 due date. Quotes will remain valid for 60 days from submission or throughout the entire contract term for the requirements contract. The contract term is 365 days commencing upon issuance of a Purchase Order by the City, and award will be made within 60 days of the submission date. Bidders must ensure they have an executed Consent and Authorization Agreement on file in their vendor profile prior to quote submission and must comply with all mandatory submission requirements outlined in the Seller SOP Checklist, including confirmation of business entity status, unit cost entry for all line items, and acceptance of the Terms and Conditions governing micro purchase contracts.

Participation in this procurement is not restricted by set-aside designations; however, the City of Philadelphia is actively collecting voluntary diversity data through an LGBTQ Applicant Data Form to identify LGBTQ-certified businesses and other minority, women, and disability-owned enterprises for inclusion in the vendor database. No Local Business Entity (LBE) Program requirements apply to this small purchase, though vendors must answer the LBE certification question during submission. All awarded vendors must maintain mandatory insurance coverage including Workers' Compensation at statutory limits, General Liability insurance with a minimum of $500,000 per occurrence, and Automobile Liability insurance at $300,000 per occurrence, and must comply with tax compliance requirements and nondiscrimination provisions. Pricing must be quoted as net prices excluding federal excise taxes, transportation taxes, and Pennsylvania Sales and Use Tax on an FOB Destination Point basis. The total contract amount may not exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index Urban (CPI-U) from January 1, 2020 and rounded to the nearest $1,000.
