About this opportunity

The State of Ohio Department of Administrative Services (DAS) is soliciting proposals to administer the delivery of medical health benefits to state employees and their dependents under an RFP with proposals due November 13, 2026, with regional evaluation of one or more contractors.

The scope covers administration of Ohio Med, the state's self-insured medical plan offering three plan options: a preferred provider organization (Ohio Med PPO), a narrow network plan (Ohio Med Select), and a high-deductible health plan (Ohio Med HDHP). The contractor must administer existing plan designs with no exceptions and manage all claims incurred on or after July 1, 2027. If this RFP results in a contractor change, the awardee must arrange a smooth transition of care, service administration, eligibility verification, and claims history transfer from prior contractors.

Access to Exhibits 9 and 10 — which contain sensitive plan data necessary for competitive proposals — requires execution of a nondisclosure agreement (Exhibit 14). Offerors must submit the completed and signed NDA to Shaun Roderer at shaun.roderer@das.ohio.gov by November 4, 2026. The State will not accept proposed modifications to the NDA, and offerors bear full responsibility for timely submission; delays in NDA execution that prevent timely proposal submission are the offeror's responsibility.

Supporting exhibits include a GeoAccess template (Exhibit 7) for rate submissions on the Ohio Med HDHP and PPO plans and a DAS Quarterly Dashboard Report (Exhibit 13) presenting claims and utilization metrics for the period incurred July 1, 2025 through March 31, 2026, with claims paid January 1 through March 31, 2026. The dashboard covers enrollment demographics, claims summary data, per-member-per-month rates, catastrophic claims, major diagnostic categories, preventive care adherence, and condition-specific programs.

Opportunity text

The purpose of this RFP is to solicit Proposals for one or more Contractors, evaluated by region, to administer the delivery of medical health benefits to the State's employees and their dependents with innovative best practices. The State of Ohio's self-insured medical plan, Ohio Med, offers three plan options: preferred provider organization (Ohio Med PPO), narrow network plan (Ohio Med Select), and a high-deductible health plan (Ohio Med HDHP). The Contractor must administer the existing plan designs with no exceptions. The Contractor must administer all claims incurred on or after July 1, 2027. If the result of this RFP is a change in contractors, the Contractor must make all arrangements necessary to ensure a smooth transition of care, administration of services, verification of eligibility, and obtaining claims history from the prior contractors. This RFP requires execution of a nondisclosure agreement for access to Exhibits 9 and 10: A potential Offeror must send its completed and signed nondisclosure agreement (NDA) (Exhibit 14) to Shaun Roderer at shaun.roderer@das.ohio.gov by November 4, 2026, to gain access to Exhibits 9 and 10. The templates will be provided upon confirmation of proper execution of the NDA. The State will not accept any proposed changes to this NDA. It is the Offeror's responsibility to sign the NDA and submit it in a timely manner to obtain Exhibits 9 and 10. The State is not responsible for any delay in execution of the NDA that results in an Offeror not submitting a timely Proposal.
