About this opportunity
The Dallas Area Rapid Transit (DART) Authority is issuing an Invitation for Bid (IFB) under Solicitation No. 2093591 for the DART CBD TSP Cabinet Power project, which involves replacing batteries, power supply units, UPS units, and cabinets in signal enclosures at 13 Traffic Signal Priority intersection locations throughout the DART service area covering 13 cities in the Dallas-Fort Worth metroplex. All work must be performed exclusively during scheduled overnight shifts to minimize disruption to DART's revenue service and daytime operations, with contractors responsible for furnishing all tools, equipment, supplies, and materials necessary for execution. Key deliverables include installation of all new equipment, removal and proper disposal of replaced components, documentation of proper installation and functional readiness, and shift reports with final close-out documentation, with all work required to comply with DART safety requirements, railroad right-of-way rules, and local electrical codes. Evaluation will be based on price and price-related factors, with bids assessed for responsibility through demonstration of adequate financial resources, requisite capacity and capability, satisfactory performance records, and business integrity. A mandatory pre-bid conference and site visit is scheduled for April 3, 2026, at 1:00 PM Local Dallas time at DART's main office located at 1401 Pacific Avenue, Room Main Lobby, Dallas, Texas 75202-7235. Electronic offers must be submitted through the DART Sourcing Hub (bonfirehub.com) no later than April 8, 2026, at 2:00 PM Local Dallas time, with public opening immediately following the submission deadline and a firm offer period extending 180 calendar days from the submission due date. Written questions must be submitted at least three working days before the pre-bid conference or five working days before the bid submission deadline, with contact for the solicitation available through Ross Goff at (214) 749-2601 or rgoff@dart.org.
The solicitation establishes a Small Business Enterprise (SBC) participation goal of 6 percent of the total contract price, with offerors expected to meet or exceed this goal or demonstrate good faith efforts toward achievement through documentation of subcontractor names and commitment amounts; prime contractors are prohibited from terminating or substituting SBC subcontractors without written consent from the Contracting Officer except for documented good cause such as failure to perform work to industry standards, inability to obtain required bonding, or bankruptcy proceedings. The contract is structured as an indefinite delivery/indefinite quantity agreement where the Authority will order a minimum of 50 percent and a maximum of 120 percent of estimated goods and services, with a one-year performance period from the Notice to Proceed. Contractors must comply with comprehensive insurance requirements including Commercial Automobile Liability coverage of $2,000,000 combined single limit, Commercial General Liability insurance of $2,000,000 per occurrence with $4,000,000 aggregate, and Workers' Compensation coverage with Employer's Liability limits of $1,000,000 each, with DART listed as an additional insured. Contractors must also utilize DART's E-Verify system for employee eligibility verification and comply with Trinity Railway Express and Federal Railroad Administration regulations for work within 25 feet of railroad centerlines, with mandatory notification at least 14 days in advance. No specific contract award value or budget range is disclosed in the solicitation documents; however, all costs must be included in unit pricing submitted on the Bid Schedule form, with payment occurring within 30 days of receipt of properly prepared invoices and a five percent retainage applied to progress payments unless otherwise specified.
