About this opportunity
Tompkins County, New York, is soliciting bids for a Single Prime General Work contract for roofing and exterior envelope work on the Daniel D. Tompkins Building, with a mandatory pre-bid meeting on November 10, 2026 at 10:00 a.m. and bids due December 1, 2026 at 2:00 p.m. Contractors and subcontractors must be registered with the New York State Public Work Contractor and Subcontractor Registry under Labor Law Section 220-i. The county has set no MWBE, WBE, SDVOB, or DBE contracting goals, though those firms are encouraged to respond.
The project covers all roof and exterior work at the building at 121 East Court Street, Ithaca, with all identified work the responsibility of one prime contractor. Asbestos abatement, lead-safe work practices, and hazardous material removal are included. Contractors must comply with New York State apprenticeship requirements and prevailing wage rates under Labor Law Articles 8 and/or 9, and must maintain certified payroll records for at least three years after completion. The contract uses AIA Document A101-2017 and A201-2017, and the bidding documents were prepared by Tetra Tech Architects & Engineers.
The source does not state a contract value. The term runs from an expected January 1, 2027 through August 1, 2027, and payment terms are to be negotiated. Bidders must post bid security equal to 5% of the Base Bid from a surety authorized in New York State. The successful contractor must provide performance and payment bonds at 100% of the contract value, carry commercial general liability of $1,000,000 per occurrence, and carry a $5,000,000 commercial umbrella. A living wage of $24.82 per hour is encouraged and will be considered in award, but is not mandatory.
Award goes to the lowest responsible bidder under New York General Municipal Law, with an award expected by December 21, 2026. The county reserves the right to reject any or all proposals, award in part or in whole, and disqualify proposers with histories of contract non-compliance or unsatisfactory past performance.
Questions are due November 19, 2026 at 5:00 p.m. ET. Bid opening follows at 3:00 p.m. on December 1 by Zoom, and the three apparent low bidders must submit proposed products, subcontractors, and a schedule of values within three days. Site access is Monday through Friday, 8:00 a.m. to 4:00 p.m., with prior approval from the Owner's representative. Submissions go through BidNet Direct, and bidders without internet access may contact the Purchasing Division at (607) 274-5500.
