About this opportunity

The Texas Comptroller of Public Accounts Statewide Procurement Division is requesting sealed bids on dairy and juice products with scheduled deliveries under IFB 304T-27-380M1.2, with bids due August 25, 2026 at 1:30 p.m. Central Time and public bid opening on August 26. A pre-bid conference is scheduled for August 12, 2026 at 1:30 p.m. Central Time via Microsoft Teams, with questions due by August 13. Buy American requirements apply to specified line items, with limited exceptions when domestic products are unavailable, insufficient in quantity, or significantly higher in cost.

The solicitation covers 182 line items spanning dairy products (milk in multiple fat contents and flavors, yogurt, frozen yogurt, ice cream, butter, cheese, cream, and sherbet) and fruit juices (apple, orange, and pineapple varieties). Products must meet FDA and USDA standards, maintain proper temperature (33–41°F), and carry minimum shelf-life requirements (12 days for fluid milk; 21 days for other products). Reference manufacturers include Hiland, Dairy Farmers of America, Clover Dale, Breakstones, Daisy, Blue Bunny, Yoplait, Chobani, and Hershey's; "or equal" products are acceptable. Deliveries are FOB Destination to eight Texas Juvenile Justice Department facilities (El Paso, Edinburg, Harlingen, San Antonio, Brownwood, Giddings, Mart, and Gainesville), plus the Texas Department of Public Safety in Austin and the Texas School for the Deaf in Austin. Expected quantities range from single cases to 60,000 cases per line item.

The initial contract term runs from the effective date of the Notice of Award through November 30, 2027, with three renewal options extending through November 30, 2029 and an additional optional one-year extension. CPA may unilaterally renew. Pricing must be firm and all-inclusive, covering all shipping, handling, delivery fees, and fuel surcharges. Annual price adjustments may be requested after the initial term based on the Consumer Price Index or Producer Price Index published by the Bureau of Labor Statistics. Respondents must provide a statement of intent regarding minimum commercial general liability insurance of $500,000 per occurrence and submit the mandatory price sheet in either .xml or .xlsx format to SPD.ebids@cpa.texas.gov or by hard copy to the CPA mailroom in Austin.
