About this opportunity

The South Carolina Department of Transportation (SCDOT) is requesting bids for furnishing and delivery of ready-mix concrete and flowable fill materials to District 7 locations across Aiken, Allendale, Bamberg, Calhoun, Clarendale, Hampton, and Orangeburg counties, with bids due October 15, 2026 at 2:30 p.m.

The scope encompasses ready-mix concrete in multiple strength classes (3000 PSI, 4000 PSI, and others as specified) and flowable fill, including excavatable and non-excavatable controlled low-strength material (CLSM) for trench backfill, utility cuts, and abandoned line fill. All materials must be new and meet 2025 SCDOT Standard Specifications, including compliance with Qualified Product Policies 28 and 31. Quantities are estimated only and used solely for evaluation purposes. All associated costs—fuel surcharges, environmental fees, admixtures, washout fees, waiting time, and small load charges—must be incorporated into unit bid prices; no separate line items are permitted for surcharges or fees. Delivery is due within 30 days of purchase order receipt unless the using entity requests expedited delivery, which may incur additional shipping charges.

The contract term runs from October 22, 2026 through October 21, 2028, with automatic one-year renewal options thereafter unless the state provides 30 days' notice of non-renewal. Pricing is fixed for the initial two-year term; price adjustments are permitted only for renewal terms and only upon approval by the Procurement Officer with documented justification.

Contractors must maintain commercial general liability insurance with minimum limits of $1 million per occurrence, auto liability insurance of $1 million per accident, and workers' compensation insurance as required by South Carolina. All vendors must obtain a state vendor number prior to bid submission. Award is contingent upon approval by the South Carolina Transportation Secretary and is made to the lowest responsible and responsive bidder. Questions from offerors are due October 8, 2026 at 12:00 p.m. Award notification is expected October 22, 2026, posted at http://www.procurement.sc.gov. No pre-bid conference or site visit is scheduled.
