About this opportunity
The Illinois Department of Transportation (IDOT) District 1 is seeking qualified vendors through an Invitation for Bid (IFB) for high visibility safety apparel and supplies under solicitation number 26-494DOT-FINAD-B-49171. The procurement encompasses a comprehensive range of safety apparel items including caps, hats, gloves, pants, raingear, shirts, coveralls, jackets, and vests for use by ETP (Eligible Training Program), EVP (Employment and Veteran Programs), and Transit operations. All items must comply with ANSI/ISEA 107-2015 High Visibility Safety Apparel standards, and vendors must provide a Declaration of Conformity certifying compliance. The contract will be established with an initial term commencing July 1, 2026, and ending June 30, 2028, with a maximum total term not exceeding ten years when including renewal options and extensions. Bids must be submitted electronically through BidBuy by the deadline of March 18, 2026, with bids remaining firm for 90 days following opening. Vendors may be required to submit product samples for testing and evaluation at no cost to the State following bid opening, and the State encourages domestic product manufacturing and may apply a 12 percent price preference for United States-manufactured products. The minimum order requirement is $300.00 for delivery F.O.B. destination with freight prepaid, and vendors must be prepared to deliver to any IDOT location within Illinois during regular business hours between 8:00 a.m. and 2:00 p.m.
This procurement is exclusively designated as a Small Business Set-Aside Program, restricting eligible bidders to vendors certified with the Illinois Small Business Set-Aside Program at the time bids are due. All responding vendors must be registered in the Illinois Procurement Gateway (IPG) and submit either an IPG Active Registered Vendor Disclosure or a standard Vendor Disclosure form, along with the Offer to the State of Illinois and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans if applicable. For contracts valued above $100,000, vendors must submit Financial Disclosures and Conflicts of Interest forms detailing ownership interests, distributive income, board of directors information, and lobbyist representation. No bid or performance bonds are required. Award will be made to the lowest priced responsive and responsible bidder meeting all specified criteria, with a $15 administrative fee applying to contracts valued at $1,000 or more under the Minority Contractor Opportunity Initiative. Subcontracting is not permitted under this contract, and vendors must maintain general commercial liability insurance of $1,000,000 per occurrence. The specific contract value and quantity requirements are detailed in the BidBuy Purchase Order system, with pricing estimated rather than firm and freight costs to be included in unit pricing.
