About this file

This is an Invitation for Bid (IFB) offer form submitted to the State of Illinois Department of Transportation (IDOT) for the District 1 ETP, EVP and Transit High Visibility Safety Supplies contract (solicitation number 26-494DOT-FINAD-B-49171). The document serves as the formal bidding instrument through which vendors submit their proposals to provide high visibility safety supplies to the state. The IFB form references the requirement that bidders complete all documentation specified in solicitation section A.1 and warns that failure to meet all requirements will result in disqualification.

This procurement is designated as a Small Business Set Aside Program, limiting eligible bidders to certified small business vendors only. The form provides bidders the opportunity to claim applicable preferences under the Illinois Procurement Code, including the Illinois Business Preference and Domestic Product Preference, with detailed requirements for documentation and substantiation of such claims. Bidders may also submit exceptions to the Standard Terms and Conditions by providing a redlined version with their offer, subject to state acceptance or rejection. The document indicates that successful bidders will be required to comply fully with all terms, conditions, and requirements outlined in the solicitation and resulting contract, with standard terms and conditions available through the Illinois Procurement Office website.
