About this opportunity

The Illinois Department of Transportation (IDOT) is requesting bids for hardware items for District 1 traffic needs under IFB 27-494DOT-FINAD-B-53545, with bids due October 20, 2026. The procurement carries a 2% Business Enterprise Program (BEP) goal for businesses owned and controlled by minorities, women, and persons with disabilities; submission of a completed BEP Utilization Plan is mandatory, and failure to submit renders the bid non-responsive.

The scope covers hardware items used in repairing and maintaining traffic signs within District 1, supplied on an as-needed basis with specifications detailed in BidBuy line items. Delivery must be made F.O.B. destination between 8:00 AM and 3:00 PM, Monday through Thursday (except state holidays), within 30 business days of order receipt. The vendor must provide 24-hour advance shipment notification. All materials are subject to inspection upon delivery; non-conforming items are rejected and returned at vendor expense and must be replaced or credited within 10 business days.

The initial contract term is 12 months from last dated signature, with a maximum total term not to exceed 10 years including renewals or extensions. Pricing is estimated rather than firm; the maximum total payment for the initial term will be specified by the State prior to contract execution. Payment is processed only after successful inspection and acceptance, with invoices due within 15 days of delivery.

The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. Bid prices must remain firm for 180 days from opening. Bids must include Vendor Disclosure (or IPG Active Registered Vendor Disclosure if already registered), Offer to the State of Illinois, Contract, and BEP Utilization Plan. Award will be made to the lowest priced responsive and responsible bidder. No bid bond or performance bond is required. Questions are due seven days before the bid opening date.
