About this opportunity
Beaver County is requesting bids for rental and services of reflective uniforms for garage maintenance personnel, with proposals due August 25, 2026. This procurement is restricted to small businesses certified by the Commonwealth of Pennsylvania Department of General Services under Executive Order 2011-09 — only certified small business bidders are eligible to submit.
The scope covers shirts, pants, and jackets with reflective striping for outdoor maintenance work. The vendor must provide rental, laundering, maintenance, repair, and replacement of damaged items on a consistent schedule. The Statement of Work establishes technical specifications, quality standards, service delivery requirements, and performance metrics; detailed specifications are in the attached Statement of Work 11-2 Uniform document.
Beaver County covers multiple jurisdictions within Pennsylvania — Allegheny County, Beaver County proper, Brodheadsville CDP, and Ringtown Borough. Bidders must submit a Contractor Information Form with company name, designated representative contact information (including 24-hour cell phone), and Pennsylvania SAP Vendor Number; failure to complete this form results in non-responsive status.
All apparel manufacturing and laundering operations must comply with Pennsylvania's Anti-Sweatshop Clause. Bidders must submit a signed certification and provide a comprehensive list of all proposed manufacturing and laundering facilities, including subcontractors; submission must occur with the bid or within two business days of notification. False certification triggers automatic bid rejection, contract termination, suspension or debarment, and potential criminal prosecution.
Bidders must submit a Domestic Workforce Utilization Certification identifying where direct labor will be performed; maximum scoring consideration applies to contractors performing all direct labor exclusively within the United States or within World Trade Organization Government Procurement Agreement countries. Contractors must also submit certifications for Worker Protection (BOP-2201) confirming compliance with Pennsylvania unemployment compensation, workers' compensation, and labor law requirements, and Iran Free Procurement Certification if the contract value is $1 million or more. Enhanced Minimum Wage Provisions require payment of at least $15.00 per hour, with annual increases tied to the Consumer Price Index. Award will be made to the lowest responsive and responsible bidder.
