About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet on behalf of the Department of Criminal Justice Training is seeking qualified vendors to supply 50,000 custom paper targets through Request for Quote (RFQ) 758 2300000119. The targets must be 23 inches by 35 inches in size, printed on 50-pound white uncoated offset paper, and feature a detailed human silhouette measuring 34 inches tall with anatomical elements including the spine, heart, lungs, and pelvic girdle to reinforce center mass shooting training techniques. The targets must also include six reactionary targets consisting of numbered shapes positioned on either side of the silhouette and gray inner zones at the chest and head. Delivery is required by June 30, 2023, with a preferred delivery date of May 1, 2023, to the Department of Criminal Justice Training at 4449 Kit Carson Drive, Richmond, Kentucky 40475. All pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise tax and Kentucky sales or use tax, with targets subject to approval in proof form before production authorization. Vendor written questions were due February 6, 2023, at 10:00 AM ET, and bids must be submitted electronically through the Kentucky eProcurement system by February 17, 2023, at 1:30 PM ET; vendors must register in the Vendor Self Service portal 24-48 hours prior to submission. Award will be determined using a best value ranking approach with price weighted at 90 points and delivery time in working days weighted at 10 points, with the lowest-priced bidder receiving maximum points and subsequent bids scored proportionally. A one percent per day penalty will be deducted from invoices for each day delivery is missed after the contracted due date, and all proposed pricing must remain valid for a minimum of 60 calendar days following the bid due date.
Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders, while qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and designated nonprofit organizations serving individuals with severe disabilities may receive preference equal to 15-20 percent of maximum points. Vendors must submit the contract as an all-or-nothing group award, bidding all line items or facing rejection as non-responsive, with a single vendor to be awarded the contract. Required documentation includes a Kentucky Tax Registration Application (Revenue Form 10A100) if applicable, certificates of authority for foreign entities, required affidavits executed under penalty of perjury and notarized, and compliance certifications prior to award. The Department of Criminal Justice Training retains sole and exclusive copyright to the attached target drawing, and vendors must affirm in writing that they have read and understood all solicitation documents, terms, conditions, and subsequent addenda. The Finance and Administration Cabinet reserves the right to deem vendors ineligible from further participation should they fail to comply with solicitation provisions. No specific contract value or budget range is disclosed in the solicitation documents.
