About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Criminal Justice Training, is soliciting custom paper targets through a Request for Quote (RFQ 758 2100000113) process. The procurement requires vendors to supply 50,000 units of custom-designed paper targets measuring 23 inches by 35 inches, manufactured from 50-pound white uncoated offset printing paper with detailed human anatomy silhouettes designed to reinforce center mass shooting techniques. The targets must include specific anatomical features such as a 34-inch tall human silhouette with gray inner zones, reactionary targets consisting of numbered geometric shapes, internal organs depicted (spine, heart, lungs, and pelvic girdle), and the agency logo printed in the upper left corner. Targets must be boxed at 500 units per box and delivered to the Department of Criminal Justice Training at 4449 Kit Carson Drive, Richmond, Kentucky 40475. The solicitation was released on April 7, 2021, with written vendor questions due by April 12, 2021 at 10:00 AM Eastern Time and a bid closing date of April 19, 2021 at 1:30 PM Eastern Time. The mandatory delivery deadline is June 30, 2021, with a preferred delivery date of May 1, 2021; vendors delivering before the required date may earn additional evaluation points. Award will be made on a best value basis using a ranking approach with pricing weighted at 90 points (lowest bidder receives maximum points with others scored proportionally) and delivery speed weighted at 10 points (with bonuses only for early delivery and a one percent daily invoice deduction for late delivery). Vendors must submit responses electronically through the Commonwealth eProcurement System and must be registered in the system at least 24 to 48 hours prior to submission. All pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclude federal excise tax and Kentucky sales or use tax, and remain valid for a minimum of 60 calendar days after the bid due date.
Qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies serving individuals with severe disabilities are eligible to receive preference points equal to 20 or 15 percent of maximum awarded points respectively. Kentucky resident bidders may receive reciprocal preference equal to the preference given by nonresident bidders' states of registration. Prior to award, vendors must submit Revenue Form 10A100 (Kentucky Tax Registration Application), required affidavits including the Annual Affidavit for Bidders, Offerors and Contractors affirming compliance with Kentucky statutes governing campaign finance laws, tax obligations, and ethical conduct standards, and Certificates of Authority if applicable. The solicitation documents do not identify any incumbent vendors or current contractors, nor do they specify an existing award value or budget range. All vendors must complete submission checklists and sign solicitation documents, affirming their understanding of all requirements and terms. The Commonwealth reserves the right to deem vendors ineligible if they fail to comply with solicitation provisions, and the contract may be canceled by the Commonwealth with 30 days' written notice. Prospective bidders with questions regarding the solicitation may contact Evelyn Osborne at 502-564-0552.
