About this opportunity

The Commonwealth of Pennsylvania's Department of General Services is conducting an Invitation to Qualify (ITQ) procurement for Custom & Modular Display Systems, Accessories & Services, with qualifications due by January 31, 2031. This statewide contract encompasses six commodity categories: Modular Displays, Pop-up/Retractable Banners, Literature Racks/Tablet Stands, Fabric Displays, Design and Graphic Services, and Storage and Shipping Services. Qualified contractors will be eligible to respond to Requests for Quotes (RFQs) issued by Commonwealth agencies through the JAGGAER system for specific agency needs. To qualify, contractors must demonstrate a minimum of two years of relevant experience in each commodity category for which they seek qualification and submit a Past Performance Narrative, Iran Free Procurement Certification Form, and Worker Protection and Investment Certification Form. Deliverables include custom display systems and accessories meeting specified print standards and quality requirements, with general delivery expected within 20 business days of purchase order receipt unless otherwise specified. All qualified contractors meeting minimum requirements will be awarded a contract, though award does not guarantee business volume. Commonwealth agencies will evaluate RFQ responses using either a Best Value methodology, which considers cost alongside other pertinent criteria, or a Low Cost methodology, selecting the lowest responsive and responsible proposal. The contract term commences on the Contract Effective Date and extends through March 31, 2031, with one five-year renewal option available.

This procurement is designated as a Small Business Reserve (SBR), restricting eligibility exclusively to DGS-certified small businesses that must provide valid certification from smallbusiness.pa.us. All contractors must register as Pennsylvania Suppliers and receive a vendor number through the PA Supplier Portal, then create a user profile within the JAGGAER portal to submit qualifications electronically; qualifications will only be accepted through JAGGAER. Suppliers must designate specific account representatives available to meet with agencies within 72 hours' notice and comply with Commonwealth data security requirements for encryption standards for both data in transit and at rest. The specifications establish quality standards including reproduction of 40 percent of the PANTONE library, accurate color management, and uniform printing free from defects, with electronic proofs delivered within three working days and press checks scheduled with two to five working days' notice. Contractors will bear responsibility for safekeeping materials, replacing damaged or lost items, managing transmission costs for art files and proofs, and reprinting jobs without additional charge if errors are attributable to the supplier. The contract allows COSTARS Members (local public procurement units and state-affiliated entities) to participate, requiring contractors to pay applicable administrative fees and submit quarterly sales reports. No specific budget range or award values are identified in the solicitation documents; pricing will be determined through individual RFQ responses submitted by qualified contractors.
