About this file

This is a Statement of Work for an Invitation to Qualify (ITQ) contract issued by the Commonwealth of Pennsylvania's Department of General Services (DGS), Bureau of Procurement, for Custom & Modular Display Systems, Accessories & Services. The contract encompasses six commodity categories: Modular Displays, Pop-up/Retractable Banners, Literature Racks/Tablet Stands, Fabric Displays, Design and Graphic Services, and Storage and Shipping services. Qualified contractors will be eligible to respond to Requests for Quotes (RFQs) issued by Commonwealth agencies through the JAGGAER system. The contract term commences on the Contract Effective Date and extends through March 31, 2031, with one five-year renewal option available. No specific response deadlines, due dates, site visits, or bidder conferences are outlined in this document.

To qualify, contractors must demonstrate at least two years of relevant experience in each commodity category for which they seek qualification and submit a Past Performance Narrative. This ITQ is designated as a Small Business Reserve (SBR), restricting eligibility to DGS-certified small businesses only, which must provide valid certification from smallbusiness.pa.gov. Additionally, all contractors must submit a completed Iran Free Procurement Certification Form and a Worker Protection and Investment Certification Form. All qualified contractors meeting minimum requirements will be awarded a contract, though award does not guarantee business volume. Commonwealth agencies will evaluate RFQ responses using either a Best Value methodology, which considers cost alongside other pertinent criteria, or a Low Cost methodology, selecting the lowest responsive and responsible proposal.
