About this opportunity

Saranac Community Schools in Saranac, Michigan, has issued a Request for Proposals (RFP) for comprehensive custodial employment and personnel management services. The selected vendor will assume full responsibility for recruiting, hiring, training, disciplining, and terminating licensed and trained custodial staff, along with managing all associated payroll, benefits, insurance, and compliance with federal and state employment laws. Proposals must include a detailed wage scale for custodial employees, a complete description and costs of elective benefits, and a proposed fee for service expressed as a coefficient to be multiplied by total actual wages, with a tiered fee schedule to accommodate potential staff increases during the contract term. Vendors must also provide anticipated cost increases for additional contract years in the form of revised coefficients. The evaluation criteria include cost, experience, integrity, compliance with public policy, financial and technical resources, adherence to specifications, and other qualifications, with the award going to the proposal deemed most advantageous to the recipient rather than necessarily the lowest bid. All proposals must be submitted as original hard copies with two additional complete copies, signed by an authorized representative, and delivered to the Saranac Community Schools Administration office by May 1, 2026, at 12:00 p.m. A pre-bid meeting will be offered prior to submission, proposals will be publicly opened on May 5, 2026, at 12:00 p.m., and the initial contract is expected to commence during the 2026-2027 school year and expire on June 30, 2027, with options to renew for additional years.

The RFP requires all proposals to be accompanied by a sworn and notarized Familial Disclosure Affidavit disclosing any familial relationships between the proposer and members of the Board of Education or the Superintendent; proposals lacking this affidavit will not be considered. The notice does not identify any set-aside designations for disadvantaged enterprises, incumbent vendors, or current contractors. The vendor may only terminate the agreement on July 1 of any year with notice required no later than March 1 of that year via registered mail. No specific budget range or award value is listed in the procurement documentation; however, the contract value will depend on the proposed wage scale, benefits costs, and service fee coefficient submitted by the selected vendor for the custodial staffing services.
