About this opportunity

The State of Maine Division of Purchases is requesting bids for custodial services at the Maine Department of Transportation Fleet Service building in Skowhegan under a sheltered-workshop set-aside, with bids due November 5, 2013. This procurement is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2 — a mandatory eligibility constraint that limits competition to qualified sheltered workshops.

Services are required at the 900-square-foot Fleet Service facility located at 264 Canaan Road, Skowhegan, Maine, on a recurring schedule of two days per week (Tuesdays and Thursdays, 7:00 a.m. to 3:30 p.m.). The contractor must provide all labor, equipment, supplies, supervision, tools, and materials, including commercial/industrial vacuum equipment with HEPA filtration and self-contained carpet cleaning equipment capable of 50 PSI cleaning solution pressure. Daily tasks include waste removal, damp mopping, vacuuming carpeted areas, and restroom cleaning; weekly, monthly, quarterly, and annual tasks are detailed in Exhibit A. No more than 15 percent of work may be performed by subcontractors.

The contract term runs from approximately November 1, 2013, through October 31, 2016 (three years). Bidders must enter pricing for the total three-year contract amount, monthly price, and yearly price through the State of Maine's Vendor Self Service (VSS) system. The State will pay monthly upon invoice, subject to the Agreement Administrator's satisfaction with service quality and authority to deduct payment for incomplete or defective work.

The contractor must maintain commercial general liability of $300,000, automobile liability of $300,000, and workers' compensation as required by Maine law, naming the State of Maine as additional insured. Walk-throughs of the facility can be scheduled with Kevin Davidson prior to bid submission. Award is based on proposed price and the bidder's demonstrated ability to fulfill duties specified in Exhibit A and meet requirements in Exhibit B.
