About this opportunity
The State of Maine Division of Purchases, on behalf of the Department of Corrections, is requesting quotations for custodial services at the Ellsworth facility (412 High Street, Ellsworth, Maine 04605), with quotes due April 30, 2014. This procurement is restricted to certified Work Centers as defined under 5 MRSA 1826-B.2 — a hard eligibility filter.
The scope encompasses cleaning and maintenance of approximately 2,700 square feet of facility space, performed two days per week (Monday and Wednesday) between 9:00 a.m. and 4:00 p.m. The initial contract period runs from July 1, 2014, through June 30, 2015, with three optional one-year renewal periods through June 30, 2018, subject to funding availability and satisfactory performance. Bidders must submit pricing for the full three-year period, including per-year and per-month costs, plus hourly labor rates for supplemental services. Bidders must also specify the number of full-time equivalents guaranteed for daily engagement.
Contractors must supply all custodial equipment and materials, including commercial/industrial HEPA-filter vacuum cleaners and self-contained carpet cleaning equipment. Comprehensive general liability insurance ($300,000 per occurrence), workers' compensation insurance, and automobile liability insurance ($300,000 per occurrence) are required. All contractor personnel are subject to background screening, criminal history checks, and motor vehicle records review before facility access.
The Division of Purchases will evaluate certified Work Center bids for fair and reasonable pricing in comparison to non-Work Center market rates; if deemed unreasonable, the Director reserves the right to conduct a standard competitive bidding process. Facility walk-throughs must be completed two days prior to the bid deadline. Questions must be submitted through the Vendor Self Service (VSS) system at least 48 hours before the deadline. Bid prices remain firm for 180 days from opening. Payment is made in equal monthly installments upon invoice receipt, with potential deductions for incomplete or non-compliant work.
