About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Department of Public Safety's Troop J facility in Ellsworth under RFQ 190515-343, with quotations due May 22, 2019 at 4:00 p.m. Eastern Standard Time. This solicitation is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2; only Work Centers on the approved list at bid closure are eligible to submit proposals, a decision-flipping eligibility filter.
The scope encompasses custodial services for approximately 2,300 square feet at 180 Bangor Road, Ellsworth, Maine, performed two days per week between 8:00 a.m. and 4:00 p.m. for a minimum of four hours weekly. Services include daily cleaning, monthly maintenance, quarterly deep cleaning, semi-annual intensive cleaning, and annual specialized tasks such as high-level dusting, window cleaning, floor stripping and refinishing, and carpet cleaning. The contractor must furnish all labor, equipment (including commercial-grade vacuum cleaners with HEPA filters, carpet cleaning machines with minimum 50 PSI pressure capability, and floor buffers), supplies, supervision, tools, and materials. The State provides paper products, toilet paper, plastic liners, hand soap, and lightbulbs. No more than 15% of work may be subcontracted.
The previous contractor, Peace of Mind Opportunity Services, LLC, held a calculated annual contract amount of $6,180. The contract term runs July 1, 2019 through June 30, 2020, with two optional one-year renewal periods. Bidders must submit fixed monthly rates for routine services plus separate per-occurrence pricing for specialized tasks. The contractor must maintain liability insurance naming the Department of Public Safety as additionally insured, pass background checks, and comply with OSHA and all federal and state safety regulations.
A mandatory pre-bid facility tour is scheduled for May 20, 2019 at 9:30 a.m. Quotations must be submitted exclusively through the State of Maine's AdvantageME Vendor Self Service (VSS) system. Evaluation prioritizes fair and reasonable pricing compared to non-Work Center market rates, with award to the most advantageous certified Work Center bidder.
