About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Department of Public Safety, is requesting quotations for custodial services at Troop J, Ellsworth Barracks, with quotations due August 21, 2020, restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2 and appearing on the approved Work Center list at bid closing.
The scope covers custodial services for approximately 2,300 square feet of office space at 180 Bangor Road, Ellsworth, Maine, with service on approximately 104 days per year across two days per week (days to be negotiated), typically between 7:00 a.m. and 3:00 p.m., and a minimum four-hour-per-week dedicated employee commitment. Bidders must provide tiered pricing: a monthly rate for routine daily, weekly, and monthly services; separate per-occurrence pricing for high-level dusting, carpet shampooing, window cleaning, floor stripping and refinishing, and annual specialized services; and an hourly labor rate for supplemental services. All cleaning must use EPA-approved germicidal cleaners for SARS-CoV-2 disinfection. Contractors must supply commercial-grade equipment including HEPA-filter vacuum cleaners, self-contained carpet cleaners, and floor buffers; maintain Safety Data Sheets on-site; provide background checks for all personnel; and submit a Disaster Recovery Plan addressing workforce reduction scenarios. Insurance requirements include Workers' Compensation and Employer's Liability, Commercial General Liability of $300,000 per occurrence, and Automobile Liability of $300,000 per occurrence, with the State named as additional insured.
The initial contract period runs September 14, 2020, through September 30, 2021, with two optional one-year renewal periods (October 1, 2021–September 30, 2022, and October 1, 2022–September 30, 2023). The previous contractor, Katahdin Property Services, was calculated at $14,050.00 under a thirteen-month contract. The State will evaluate proposals on best value basis considering conformity to specifications and lowest price among compliant bidders, and retains authority to reject the lowest bidder if documented poor performance exists within the previous five years. Monthly performance evaluation tours and bi-weekly inspections during the initial two months, then monthly thereafter, are required. Quotations must be submitted via the State of Maine's Advantage Vendor Self Service e-procurement system. Payment terms are net 30.
