About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Purchases, acting on behalf of the Department of Public Safety, is requesting quotations for custodial services at Troop C Barracks in Skowhegan with quotations due May 19, 2016 by 2:00 p.m. Eastern Time. This solicitation is restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2; non-Work Center organizations are prohibited from bidding.

The scope encompasses cleaning and maintenance of approximately 2,500 square feet at 162 West Front Street, Skowhegan, Maine. Daily tasks include restroom cleaning, waste removal, carpet vacuuming, floor mopping, window washing, and kitchen sanitation. Weekly work includes dusting and telephone sanitization. Monthly tasks cover high-level dusting and floor waxing. Quarterly, semi-annual, and annual work includes carpet shampooing, exterior window cleaning, wall washing, and fixture maintenance. The contractor must furnish all labor, equipment, and supplies, including HEPA-filter vacuums, commercial carpet cleaning equipment, paper products, hand soap, and safety data sheets for all chemicals. Work is scheduled Monday through Friday between 8:00 a.m. and 11:00 a.m. unless otherwise approved.

The initial contract term runs July 1, 2016 through June 30, 2017, with two optional one-year renewals. The previous contractor, Start to Finish, LLC, received a monthly amount of $866.66. Bidders must submit monthly and annual pricing, a three-year cost quotation, hourly labor rates for supplemental services, the number of full-time equivalents to be assigned, and a list of subcontractors — no more than 15 percent of work may be subcontracted. The contractor must maintain commercial general liability insurance of $300,000 per occurrence and workers' compensation insurance with the State of Maine listed as an additional insured. All personnel must pass background checks prior to facility access. A facility walk-through is scheduled May 13, 2016 at 10:00 a.m. The State reserves the right to deny award to a low-cost bidder with documented poor performance resulting in contract termination or non-renewal within the previous five years. Quotations must be submitted through AdvantageME/Vendor Self Service.
