About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Department of Transportation, is requesting quotations for custodial services at the MaineDOT Fleet Services facility in Skowhegan under RFQ 190913-092, with quotations due September 20, 2019 at 4:00 p.m. EST and a mandatory pre-bid facility walk-through on September 18, 2019 at 10:00 a.m. This solicitation is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2; only approved Work Center vendors are eligible to bid.
The scope covers custodial services for approximately 900 square feet at 264 Canaan Road, Skowhegan, including daily hygienic cleaning of restrooms, carpet and floor care, trash removal, dusting, and window washing, plus periodic deep cleaning tasks. Services are performed two days per week, preferably Tuesdays and Thursdays. The contractor must furnish all supplies and equipment, including commercial-grade vacuum cleaners with HEPA filters, carpet cleaning equipment capable of 50 PSI with 100-inch water lift, and floor buffers. Contractors must provide Workers' Compensation, Commercial General Liability ($300,000 per occurrence), and Automobile Liability ($300,000 per occurrence) insurance, with the State named as an additional insured. Personnel must pass background checks and display identification badges. No more than 15% of the work may be subcontracted.
The initial contract term runs from November 1, 2019, through October 31, 2020, with two optional one-year extension periods available through October 31, 2022. The incumbent, Start to Finish LLC, was paid $4,740.00 annually. Bidders must submit pricing using the provided cost response worksheet, specifying monthly rates for recurring tasks and per-occurrence rates for specialized services including floor buffing, light fixture cleaning, window washing, tile stripping and refinishing, and carpet cleaning. An hourly labor rate must be included for supplemental services. Award will be made to the Work Center submitting the lowest bid with fair and reasonable costs compared to market rates.
