About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Maine Drug Enforcement Agency facility in Ellsworth under RFQ 18A 180125 390, with quotations due February 7, 2018. This procurement is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2 — a decision-flipping eligibility gate that limits bidding to Work Center vendors.
The scope covers daily custodial services for approximately 2,580 square feet of office space at 190 Bangor Road, Ellsworth, Maine, delivered two days per week (Tuesday and Friday) between 9:00 AM and 4:00 PM. Services include preliminary facility cleaning, restroom sanitation, floor maintenance, carpet shampooing, dusting, glass and metal cleaning, light fixture maintenance, waste and recycling management, and furniture care, with work frequencies ranging from daily to annual tasks. The contractor must supply all labor, equipment (including commercial-grade vacuum cleaners with HEPA filters, carpet cleaning equipment, and floor buffers), and materials; maintain commercial general liability insurance of $300,000 per occurrence with the State named as additional insured; and comply with OSHA material approval and Safety Data Sheet requirements. Background checks are mandatory for all personnel. No more than 15 percent of work may be subcontracted.
The incumbent contractor, Goodwill Industries, was charged $3,672.00 annually. The initial contract term runs May 1, 2018 through April 30, 2019, with two optional one-year extensions through April 30, 2021. Bidders must submit monthly pricing for daily and monthly tasks, per-occurrence pricing for quarterly and annual specialized services, and hourly rates for supplemental work. Award will be to the lowest-cost Work Center bidder whose costs are determined fair and reasonable against non-Work Center market rates. A bidder walk-through was scheduled for January 31, 2018 at 9:00 AM.
