About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Maine Drug Enforcement Agency facility in Ellsworth under RFQ 18A 180703-002, with quotations due July 13, 2018 at 4:00 p.m. and a mandatory facility walk-through on July 11 at 9:00 a.m. If a Certified Work Center submits a bid, only Work Center bids will be evaluated per state statute 5 MRSA 1826-A, B, and C — a decision-flipping eligibility gate.

The facility encompasses approximately 2,434 square feet at 66 Maine Street, Suite 102, Ellsworth. Custodial services include daily restroom cleaning, trash and recycling removal, carpet vacuuming, and floor maintenance; weekly dusting and glass cleaning; quarterly air-grill cleaning; semi-annual carpet steam cleaning and tile-floor stripping and refinishing; and annual exterior window washing and light-fixture cleaning. Work is scheduled for two days per week (Tuesday and Friday), with exact hours subject to the Agreement Administrator's approval. The contractor must supply all labor, equipment (including HEPA-filter vacuum cleaners, carpet-cleaning equipment with minimum 50 PSI capability, and floor buffers), and OSHA-approved materials. Personnel require background-check approval before facility access. No more than 15% of work may be subcontracted. The contractor must maintain Commercial General Liability coverage ($300,000 per occurrence), Automobile Liability coverage ($300,000 per occurrence), and Workers' Compensation, with the State named as an additional insured.

The contract runs August 1, 2018 through July 31, 2019, with two optional one-year extension periods through July 31, 2021. Pricing must remain firm for 180 days from bid opening and fixed throughout the contract term and extensions. The Maine Business and Economic Impact Consideration Form allows for up to 10% price reduction based on Maine employment and economic impact metrics. Payment terms are net 30 upon receipt of accurate invoices; an hourly rate for supplemental services beyond scheduled work must also be provided. The State reserves the right to reject the lowest-cost bidder if documented poor performance or contract termination occurred within the previous five years.
