About this opportunity
The State of Maine Department of Administrative and Financial Services is requesting quotations for custodial services at the Bureau of Motor Vehicles facility in Topsham (125 Main Street), approximately 4,202 square feet, with quotations due February 15, 2018, and a non-mandatory bidder walk-through on February 8, 2018. This solicitation is restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2; bidders must be on the approved Work Center list as of the bid closure date.
The scope encompasses daily custodial services Monday through Friday between 5:00 p.m. and midnight, including routine restroom sanitation, trash removal, floor care, dusting, and window washing. Monthly tasks include employee lounge cleaning, high and low-level dusting, and floor buffing. Quarterly air intake grill cleaning, twice-yearly tile stripping and carpet shampooing, and annual light fixture and window treatment cleaning are also required. The contractor must furnish all labor, supplies, equipment (commercial-grade vacuum with HEPA filter, carpet cleaning equipment, floor buffer, and two-yard dumpster with weekly disposal), and maintain Safety Data Sheets for all chemical products. Background checks are required for all personnel prior to facility access, and supervisory oversight (working supervisor or working job coach) is mandatory when multiple employees are assigned.
The contract runs May 1, 2018 through April 30, 2019, with two optional one-year extension periods available through April 30, 2021. The previous contractor, Goodwill Industries of Northern New England, received $17,700 annually. Bidders submit monthly service pricing for each contract year and per-occurrence pricing for specialized tasks, plus hourly rates for supplemental services. Award is made to the lowest-cost Work Center bidder meeting specifications, provided costs are determined fair and reasonable. The State reserves the right to deny award to bidders with documented poor performance or terminated contracts within the previous five years and may terminate this contract with thirty days' notice if the underlying lease is not negotiated or terminated.
