About this opportunity

The State of Maine Department of Administrative and Financial Services is requesting quotations for custodial services at the Bureau of Motor Vehicles Ellsworth facility, with quotations due February 9, 2018 at 4:00 p.m. EST and a facility walkthrough on February 5. This procurement is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, with only those on the approved Work Center list at bid closure eligible to submit proposals. A Maine-business preference applies — award will be made on best-value criteria with preference given to Maine businesses submitting proposals within 5 percent of the lowest non-Maine Business bid.

Services will be performed daily, Monday through Friday, between 5:00 p.m. and midnight at 22 School Street, Ellsworth, Maine. The scope includes preliminary facility cleaning, restroom cleaning, floor maintenance (sweeping, damp mopping, scrubbing, waxing, buffing), carpet shampooing, dusting, glass cleaning, light fixture cleaning, waste receptacle emptying, and other custodial tasks at specified daily, monthly, quarterly, semi-annual, and annual frequencies across a 4,000-square-foot work site. The contractor must furnish all labor, equipment, supplies, supervision, tools, and materials; provide a two-yard dumpster with weekly disposal; maintain Safety Data Sheets for all OSHA-approved, non-hazardous cleaning materials; and conduct background checks and appropriate supervision of all facility-access personnel.

The initial contract period runs May 1, 2018 through April 30, 2019, with two optional one-year renewal periods extending through April 30, 2021. The incumbent contractor, Goodwill Industries of NNE, performed services at an annualized cost of $12,924. Bidders must submit pricing on a per-month basis for each contract year, plus per-occurrence pricing for specialized tasks and an hourly labor rate for supplemental services. Bid prices must remain firm for 180 days from opening and cannot be modified during the contract term or renewals. The contractor must carry Commercial General Liability and Automobile Liability insurance of $300,000 per occurrence and Workers' Compensation and Employer's Liability insurance, with the State of Maine named as additional insured. The State reserves the right to reject the low-cost bidder based on documented poor performance history, prior contract terminations, or non-renewals within five years.
