About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Bureau of Motor Vehicles facility in Ellsworth under RFQ 18A 210125-152WC, with quotations due February 5, 2021, and a critical eligibility restriction: this procurement is exclusively restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, and only Work Centers appearing on the approved Work Center list at bid closure are eligible to respond.
The scope covers approximately 4,000 square feet of custodial services performed daily Monday through Friday between 5:00 p.m. and 12:00 midnight. Deliverables include routine daily tasks (restroom sanitation, floor maintenance, dusting, waste removal), monthly tasks, specialized periodic services (machine buffing, air intake cleaning, vinyl chair sanitizing, floor stripping and refinishing, carpet steam cleaning, window washing), and as-needed supplemental services. The contractor must supply all cleaning equipment (commercial-grade vacuums with HEPA filters, self-contained carpet cleaning equipment, floor buffers), cleaning supplies, and maintain a two-yard dumpster with twice-monthly disposal. The contractor must maintain Commercial General Liability and Automobile Liability insurance at $300,000 per occurrence each, with the State named as additional insured, and provide Workers' Compensation coverage. Background checks for personnel are provided at no cost for up to four employees; additional checks beyond this reduce invoices by $50 per check. No more than 15% of contract work may be subcontracted.
The initial contract term runs May 1, 2021 through April 30, 2022, with three optional one-year extension periods through April 30, 2025. The previous contractor, Goodwill Industries of Northern New England, carried an annual calculated contract amount of $23,166.17. Pricing is submitted monthly for routine tasks, monthly tasks, and as-needed services, with separate per-occurrence pricing for specialized tasks and hourly rates for supplemental services. The State will evaluate on a best value basis and award to the lowest-priced compliant Work Center bidder if pricing is determined fair and reasonable compared to non-Work Center market rates. Questions are due 48 hours before closure through the AdvantageME Vendor Self Service system. A facility tour may be requested by email to the buyer by January 29, 2021 at noon.
