About this opportunity
The State of Maine Division of Purchases, on behalf of the Bureau of General Services and the Maine Department of Public Safety (Maine Drug Enforcement Agency), is soliciting custodial services for a facility at 190 Bangor Road, Ellsworth, Maine, with proposals due February 20, 2013. This solicitation is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2 — a mandatory set-aside that filters all eligible bidders.
The scope covers comprehensive custodial cleaning of approximately 2,600 square feet of interior space, two days per week between 9:00 a.m. and 5:00 p.m. The contractor must provide all labor, equipment, supplies, supervision, tools, and materials, including commercial-grade vacuum cleaners with HEPA filters and self-contained carpet cleaning equipment. Background checks are required for all personnel assigned to the location, and working supervision must be maintained at all times.
The contract term is approximately three years, March 1, 2013 through February 28, 2016. Pricing must be submitted as a total cost for the three-year contract, as well as separate monthly and yearly price breakdowns, through the State of Maine's Vendor Self Service (VSS) system.
Required insurance includes workers' compensation, commercial general liability of $300,000 per occurrence, and automobile liability of $300,000 per occurrence. Award is based on proposed price and the bidder's ability to fulfill the duties and requirements, evaluated in accordance with 5 MRSA 1826. The Director of the Division of Purchases reserves the right to determine whether proposed costs are fair and reasonable compared to previously known market rates; if costs are deemed unfair or unreasonable, the Director may conduct a standard competitive bid process or offer the work to the Department of Corrections.
A facility walkthrough was scheduled for February 14, 2013 at 9:30 a.m. Bids must be submitted through VSS; mailed, hand-delivered, faxed, or emailed submissions are not accepted. Monthly invoices are reimbursable upon completion of services, with payment processed within 30 days subject to contractor compliance and fund availability.
