About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases is requesting quotations for custodial services at the DOT Fleet Service Work Center in Skowhegan, with quotations due September 12, 2016 at 2:00 p.m. Eastern Standard Time and a strongly encouraged facility walk-through on September 6, 2016 at 10:00 a.m. This solicitation is restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2 — the eligibility filter.

The scope covers approximately 900 square feet and includes daily hygienic cleaning of restrooms, carpet vacuuming, floor care, waste removal, dusting, window cleaning, and specialized tasks performed on weekly, monthly, quarterly, and annual schedules. The contractor must furnish all cleaning supplies and equipment, including a commercial HEPA-filter vacuum and carpet cleaning equipment capable of 50 PSI cleaning pressure; the State provides paper products, toilet paper, plastic liners, hand soap, urinal tablets, sanitary products, and lightbulbs. All materials must meet OSHA approval standards. No more than 15 percent of work may be subcontracted. Background checks are required for all personnel, and the contractor must maintain current liability insurance with the Department of Transportation listed as additionally insured.

The anticipated contract term begins November 1, 2016 and ends October 31, 2017, with two optional one-year renewal periods extending through October 31, 2019. The incumbent contractor, Richen Management LLC, received a monthly amount of $399.00 under the previous contract. Bidders must submit monthly, annual, and three-year pricing, plus an hourly labor rate for supplemental services, along with the number of full-time equivalents and minimum weekly hours to be dedicated to the facility. Evaluation will consider price competitiveness against non-Work Center market rates. The winning bidder must meet with the Agreement Administrator at least two weeks prior to contract start to review performance expectations.
