About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Department of Transportation facility at 28 Darcie Drive, Houlton, with quotations due December 6, 2019 at 4:00 p.m. EST. This solicitation is restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2; only Work Centers on the approved list at bid closure may participate.

The scope encompasses custodial cleaning of approximately 1,768 square feet with routine daily tasks (restroom cleaning, vacuuming, mopping, dusting, window washing), weekly tasks (dust and cobweb removal), monthly tasks (high-level dusting, waxing, fixture cleaning), and semi-annual periodic tasks (exterior window washing, upholstery cleaning, light fixture cleaning, floor stripping and refinishing, and professional carpet cleaning). Work is scheduled for two days per week (Tuesday and Thursday), with times to be negotiated. The contractor must provide all supplies and equipment except paper products, toilet paper, hand soap, lightbulbs, and sanitary products supplied by the State, and must maintain commercial-grade equipment including HEPA-filtered vacuums, carpet cleaning machines with minimum 50 PSI capability, and floor buffers. No more than 15 percent of work may be subcontracted.

The initial contract term runs from February 1, 2020 through January 31, 2021, with two optional one-year renewal periods at the State's discretion. The previous contractor, Peace of Mind Opportunity Services, LLC, had an annual calculated amount of $5,988.00. Pricing must be submitted as monthly rates for routine tasks and per-occurrence rates for periodic tasks, with a 12-month total calculated and entered into the State of Maine's Advantage Vendor Self Service (VSS) e-procurement system. The State will evaluate bids on best value basis, considering price and ability to fulfill duties. The contractor must obtain and maintain certificates of insurance, conduct background checks on all personnel, complete monthly performance evaluation tours, respond to communications within one business day, and maintain Safety Data Sheets for all chemical products. A pre-bid facility tour is scheduled for December 3, 2019 at 10:00 AM. Payment terms are net 30 upon receipt of accurate invoices.
