About this opportunity

The Maine Division of Purchases is soliciting bids on custodial services for the Maine Bureau of Motor Vehicles office at 24 Church Street, Ellsworth, under open competition, with bids due June 11, 2012. This is an open solicitation following an earlier preference round to Certified Work Centers and the Department of Corrections.

The scope covers approximately 3,900 square feet of interior space at the Ellsworth BMV office with five-day-per-week cleaning operations from August 1, 2012 through February 28, 2014 (18 months). Daily duties include restroom sanitation, wastebasket emptying, vacuuming and mopping high-traffic areas, counter and table wiping, and cardboard removal. Three-day-per-week (Monday, Wednesday, Friday) services include carpet vacuuming, floor sweeping and damp mopping, and recyclable paper collection. Monthly, quarterly, semi-annual, and annual services cover dusting, floor polishing, carpet shampooing, window washing, and light fixture cleaning. The contractor must furnish all supplies and equipment, including a commercial/industrial vacuum with HEPA filter and self-contained carpet cleaning equipment capable of 50 PSI cleaning-solution delivery with 100 inches of water lift. The contractor must supply a two-yard dumpster and pay for twice-monthly disposal services.

Bidders must submit total contract cost for the 18-month period, monthly price, and yearly price through the State of Maine's Vendor Self Service (VSS) system; mailed, hand-delivered, faxed, or emailed responses are not accepted. The contractor must provide an hourly labor rate for supplemental services and specify the number of full-time equivalents dedicated to the contract. No more than 15% of work may be performed by subcontractors.

Insurance requirements include Workers' Compensation, Commercial General Liability of $300,000 per occurrence, and Automobile Liability of $300,000 per occurrence, with the State of Maine named as additional insured. Evaluation is based on proposed price and ability to fulfill duties and meet specifications. A facility walk-through is available by contacting Agreement Administrator Patty Leighton at 207-664-0428. Payments are made in equal monthly installments within 30 days of invoice receipt, subject to deductions for unaccomplished work items as determined by the Agreement Administrator.
