About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, issued an RFQ on behalf of the Bureau of Motor Vehicles for custodial services at its Ellsworth facility, with quotations due March 29, 2019, and a bidder walk-through encouraged March 26, 2019.

Maine statute 5 MRSA 1826-A, B, and C creates a restrictive eligibility filter: if a Certified Work Center submits a bid, only Work Center bids will be evaluated. This constraint eliminates non-Work Center competitors from consideration if any Work Center responds.

The scope covers daily, weekly, monthly, quarterly, semiannual, and annual custodial services for approximately 4,000 square feet of office space at 22 School Street, Ellsworth. Daily work (Monday through Friday, 5:00 PM to 12:00 Midnight) includes restroom cleaning and sanitization, waste removal, carpet vacuuming, floor mopping, counter and table sanitization, window and glass cleaning, water fountain disinfection, and entrance maintenance. Weekly and monthly tasks encompass spot wall cleaning, dusting, and high-level dusting above six feet. Quarterly floor buffing and polishing, biannual steam carpet cleaning, and annual tasks such as light fixture washing, exterior window cleaning, and tile stripping and refinishing are also required. The contractor must furnish all supplies and equipment, including commercial-grade vacuum cleaners with HEPA filters, carpet cleaning equipment, floor buffers, and a two-yard dumpster with weekly disposal service. Personnel must pass background checks and hold valid identification badges. Insurance requirements include Workers' Compensation, Commercial General Liability of $300,000 per occurrence, and Automobile Liability of $300,000 per occurrence, with the State of Maine listed as an additional insured. Subcontractors may perform no more than 15 percent of the work.

The contract runs April 1, 2019, through March 31, 2020, with two optional one-year renewal periods through March 31, 2022. The incumbent contractor, Goodwill Industries of Northern New England, was paid $13,579.18 annually. Quotations must include monthly pricing for routine services plus separate per-occurrence rates for specialty tasks and an hourly rate for supplemental services. Award is anticipated to the lowest-priced compliant bidder on a best-value basis. The State reserves the right to deny award to the lowest bidder if documented poor performance exists within the previous five years or if a prior contract was terminated due to performance issues.
