About this opportunity

The Village of Addison Purchasing Department is requesting sealed bids for cured-in-place pipe (CIPP) services on approximately 775 lineal feet of 8-inch sanitary sewer (Bid No. 26-6-1), with bids due July 20, 2026 at 10:00 a.m. at Addison Village Hall. A mandatory site visit is a condition of bidding.

The scope is a complete turnkey project encompassing cleaning, root cutting as necessary, and sewer reconstruction via CIPP installation—insertion of a resin-impregnated flexible felt tube into the existing pipe, inversion to conform to the original conduit, and heating to cure the resin, yielding a jointless structural pipe. The successful bidder must provide all materials, labor, and equipment under a single not-to-exceed contract price. The project must achieve substantial completion by December 1, 2026, with only minor cosmetic punch list work permitted within ten days thereafter.

Work is subject to the Illinois Prevailing Wage Act; prevailing wage rates for DuPage County are established by the Illinois Department of Labor. Minority and women-owned businesses are encouraged to participate. The Village reserves the right to waive all technicalities and to accept or reject any or all bids.

If the total contract sum exceeds $150,000, the contractor must furnish a Performance Bond and a Labor/Material Payment Bond for the full contract amount within ten days of execution. Insurance requirements include commercial general liability ($1 million per occurrence / $2 million aggregate), automobile liability ($1 million combined single limit), statutory workers' compensation, and umbrella/excess coverage ($1 million per occurrence / $2 million aggregate). The contractor shall maintain a one-year warranty against defects following completion. Payment is monthly based on percentage of project completion, with 10% retention until 50% completion, then 5% retention thereafter until final completion.

Opportunity text

It is the intent of this specification to provide for the cleaning, root cutting (as necessary), and reconstruction of approximately 775 lineal feet of 8 sanitary sewer by the installation of cured-in-place pipe (CIPP). CIPP is formed by the insertion of a resinimpregnated flexible felt tube into the existing pipe. The tube is expanded in an inversion process to fit against the original conduit, and then heated to cure the resin. The finished product shall be a joint-less, structural pipe that is formed to the existing pipe. All materials, labor, and equipment shall be provided by the successful bidder, through this not-to-exceed bid price, to provide a complete turn-key project.
