About this opportunity

The Greater Orlando Aviation Authority (GOAA) is soliciting proposals for Curbside Traffic Management Services at Orlando International Airport through RFP 24-137. The procurement seeks a contractor to manage vehicular and pedestrian traffic at terminal curbs, ensuring safe and efficient movement in compliance with Transportation Security Administration guidelines. The selected vendor will be responsible for providing comprehensive staffing, including a manager, assistant managers, administrative staff, supervisors, and traffic management specialists, totaling approximately 106 full-time equivalent positions across various airport terminals. A pre-solicitation conference is scheduled for September 26, 2023, with sealed electronic proposals due by 11:00 AM on October 17, 2023, through the GOAA e-Procurement Platform. The contract is set to commence on or about February 1, 2024, and will run for a five-year term. Key deliverables include managing traffic flow, providing customer assistance, and maintaining operational efficiency at airport curbside areas.

The solicitation includes a significant Minority and Women Business Enterprise (MWBE) participation goal of 25%, indicating a strong commitment to diversity in contractor selection. Contractors are prohibited from engaging in secondary employment with any enterprise operating at Orlando International Airport without prior Aviation Authority approval. The compensation structure will be based on a management fee with reimbursable payroll and operating expenses, with the Aviation Authority providing employee parking, office space, and utility services. Contractors must supply their own equipment, communication devices, and vehicles necessary for service delivery. While specific budget ranges are not explicitly stated, the comprehensive staffing requirements and five-year contract duration suggest a substantial potential contract value. Prospective bidders must carefully review all requirements, including provisions for health insurance, uniforms, and operational costs, to ensure full compliance with the solicitation's detailed specifications.
