About this opportunity

The City of Naperville, Illinois is requesting bids on curbside leaf collection and disposal services under IFB #26-112, with bids due June 4, 2026 at 2:00 p.m. and a question submission deadline of May 26, 2026 at 12:00 p.m.

The scope covers collection of leaves from City streets in two designated districts (District 10 with 70 lane miles and District 12 with 60 lane miles) during a six-week program running mid-October through late November 2026, with three collection cycles during the period. The contractor must load leaves into trucks, transport them to City disposal sites, and remove all leaves from parkway and curb line in neat and orderly fashion. Based on 2025 data, the City collected approximately 52,289 cubic yards of leaves citywide. The contractor shall furnish all equipment, trucks, labor, and materials and may be required to install City-provided GPS tracking devices on vehicles.

Bidders must demonstrate minimum three years of experience with similar services via three favorable commercial references; provide a 10% bid deposit, Certificate of Insurance with required endorsements, and Performance and Payment Bonds; and comply with Illinois prevailing wage requirements, substance abuse prevention programs, and all OSHA and safety regulations.

Pricing shall be submitted on a per-lane-mile, per-collection-cycle basis for each district and must remain constant over the contract term with no annual adjustments or fuel surcharges. Payment is net 30 days from invoice receipt or delivery date, whichever is later, based on actual lane miles traveled and cubic yards collected.

The contract term is two years from October 1, 2026 through September 30, 2028, with three optional one-year renewal periods contingent upon available funding and contractor performance. The City reserves the right to adjust service levels, add or delete sites, hire additional contractors, or terminate the contract with thirty days' written notice. Contract award is contingent upon City Council approval and available funding; the initial contract places no obligation on the City to appropriate funds beyond the first year. A virtual bid opening will follow immediately after the 2:00 p.m. deadline.
