About this opportunity

The West Virginia Parkways Authority is requesting quotations for one complete Culvert Inspection Camera System, a CCTV inspection platform for highway culverts and drainage structures, with quotations due September 23, 2026.

The system must be a fully operational, remotely operated platform capable of inspecting circular pipe, elliptical pipe, and box culverts ranging from 15 to 96 inches in internal diameter or rise. Required capabilities include a minimum usable cable travel range of 350 feet, Full HD 1080p video capture, compliance with Pipeline Assessment Certification Program (PACP) Version 8 standards, and configurable permanent installation in an Agency-owned full-size cargo van or pickup truck. The system must be operable by a one- or two-person crew and include all wheels, lifts, lighting, attachments, accessories, mounting hardware, electrical adapters, and installation instructions. Delivery is specified as F.O.B. destination to 265 Neptune Drive, Beckley, West Virginia 25801, not to exceed 270 calendar days after receipt of purchase order.

The contract is awarded to the lowest responsive and responsible vendor whose offered system meets all mandatory specifications based on total price, which must include delivery, freight, and all other costs necessary to provide the complete system. The vendor must provide one perpetual software license covering all inspection, recording, reporting, coding, and data export functions. The license and activation fees, software updates, and technical support are included for a minimum of twelve months following delivery and acceptance; after that period, the Agency retains continued use of the licensed software and updates without requiring subscriptions, maintenance agreements, or additional license fees.

Pricing is firm for the life of the agreement. Quotations must be submitted electronically through wvOASIS with comprehensive documentation demonstrating compliance with each mandatory specification, manufacturer's warranty documentation, and signed Agency terms and conditions. The apparent successful vendor must provide proof of required insurance, performance bonds, workers' compensation coverage, and applicable licenses or certifications prior to contract award.
