About this opportunity

The University of Colorado Boulder is seeking a Design/Bid/Build General Contractor for the UCB000998 - SPSC Restroom Renovations project located in Boulder County, Colorado. The base project scope involves converting existing men's and women's restrooms with showers in the Sewall Physical Sciences Complex (SPSC) building into a gender-neutral restroom configuration, specifically transforming rooms RRNW-140, 140A and RRNM-142, 142A into a space with four toilets and three single-occupant shower rooms, with lockers to be placed outside the shower rooms. Add alternate scopes include restroom cores on the 1st and 2nd floors that will receive new fixtures and finishes while maintaining separate men's and women's restroom designations. Key project dates include a mandatory pre-submittal conference on 4/11/2025, RFP submittals due on 4/21/2025, bidding documents available on 4/28/2025, and sealed bids due on 5/13/2025. Contractors must meet specific minimum qualifications, including maintaining a Colorado office for five years, completing at least three projects over $500,000, demonstrating a bonding capacity of $1,000,000, and complying with state prevailing wage and apprenticeship requirements.

Preference will be given to Colorado resident bidders, and a 5% bid bond of the total bid is required. The solicitation does not explicitly mention set-aside designations for disadvantaged enterprises, but does emphasize local subcontractor involvement. Contractors will need to provide documentation of subcontractor apprenticeship program participation and utilize LCPTracker for labor compliance. The estimated construction cost is $610,000, with a projected construction timeline from Notice to Proceed on 6/13/2025 to Final Completion on 7/1/2026. The project is subject to the Buy Clean Colorado Act, which requires environmental product declarations for eligible materials. Bidders must submit comprehensive qualifications demonstrating experience, key personnel capabilities, project management approaches, and local subcontractor involvement. Evaluation will likely focus on technical expertise, project understanding, local economic impact, and compliance with state procurement regulations.
