About this file

This is a Request for Proposals (RFP) for a Design/Bid/Build General Contractor issued by the State of Colorado's Office of the State Architect for the University of Colorado Boulder, specifically for the UCB000998 – SPSC Restroom Renovations project. The project involves converting existing men's and women's restrooms with showers in the SPSC building into a gender-neutral restroom with four toilets and three single occupant shower rooms, with lockers to be placed outside the shower rooms. The base bid includes renovations for specific restroom areas, with additional alternates for other restroom cores on the 1st and 2nd floors. The solicitation follows a two-step pre-qualification and bidding process, with key dates including a mandatory pre-submittal conference on 4/11/2025, RFP submittals due on 4/21/2025, bidding documents available on 4/28/2025, and sealed bids due on 5/13/2025. The projected construction timeline spans from a Notice to Proceed on 6/13/2025 to Final Completion on 7/1/2026.

Contractors must meet specific minimum qualifications, including maintaining a Colorado office for the past five years, successfully completing at least three projects over $500,000, demonstrating bonding capacity of $1,000,000, and complying with state prevailing wage and apprenticeship requirements. The estimated construction cost is $610,000, and the project is subject to various state regulations including the Buy Clean Colorado Act, which requires environmental product declarations for eligible materials. Bidders must be prepared to provide documentation of subcontractor apprenticeship program participation, utilize LCPTracker for labor compliance, and submit comprehensive qualifications demonstrating experience, key personnel capabilities, project management approaches, and local subcontractor involvement. Preference will be given to Colorado resident bidders, and a bid bond of 5% of the total bid is required.

The Regents of the University of Colorado Boulder anticipates using a Design/Bid/Build General Contractor (DBB/GC) approach to project delivery, and requests submittals for pre-qualification of General Contractors for Construction Project titled UCB000998 – SPSC – Restroom Renovations. It is the intent of the Department of Facilities Management to pre-qualify General Contractors and select a minimum of THREE (3) to bid this project in accordance with Colorado Revised Statutes 24-92-107, 24-103-402, and 24-30-1303 (1) (Q) and in accordance with Section 3-402.01 of the Colorado Procurement Rules. Pre-qualification and inclusion on the selected bidders list will be necessary for bidding on this project. This pre-qualification process is unique to this project and not withstanding other pre-qualifications by the State Buildings Division and the University of Colorado, all contractors wishing to bid this project must be pre-qualified as defined in this document.

The process to be used in the selection of the General Contractor is comprised of two (2) steps. STEP I is the Submittal of Prequalification as described in Section II. STEP II is submission of the bid as described in detail in Section III. A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with Design/Bid/Build General Contractor will evaluate responses to this RFP for STEP I. Sealed bids will be accepted only from those firms who are selected as pre-qualified by the University of Colorado Boulder for this project.
