About this opportunity
The California Tahoe Conservancy is soliciting bids under IFB CTA26003R for hand-cut fuels management on approximately 63.69 acres of Conservancy- and USDA Forest Service-owned land in South Lake Tahoe, California, with bids due November 3, 2026 at 11:59 p.m. Bidders must hold a current California Contractor License and comply with California prevailing wage requirements, with all workers paid the general prevailing wage rate for the locality where work is performed. Federal eligibility applies as well: bidders must not be debarred, suspended, or excluded, and any bidder listed as excluded at evaluation is deemed non-responsive, per an addendum issued October 23, 2026 that also revised the log treatment specifications. The project uses federal financial assistance subject to 2 CFR 200 Appendix II requirements.
The scope covers 249 parcels, with hand cutting of standing live and dead trees and brush using chainsaws, log bucking, piling of logs, slash, and brush, and chipping and removal. Under the addendum, logs 10 to 25 inches in diameter are bucked into 16-inch rounds for public firewood removal, and logs 25 inches or greater remain whole as downed woody debris, except where more than two such logs exist per parcel. All materials remain on Conservancy-managed property within specified distances from the property line and outside public rights-of-way. Work must comply with CEQA, Tahoe Regional Planning Agency ordinances, and Lahontan Regional Water Quality Control Board regulations, and includes fire suppression protocols and wildlife protection measures.
The contract is a lump-sum award for the complete scope, with a total budget not to exceed $490,000 calculated on a per-acre cost basis. The term runs from execution through August 1, 2028. Award goes to the lowest responsive responsible bidder. Successful contractors must submit an STD 204 Payee Data Record and Contractor Certification Clauses before execution. Bids must be emailed as a single PDF to procurement@tahoe.ca.gov. The mandatory pre-bid tour was scheduled for October 26, 2026 at 10:00 a.m. at Meadow Vale Drive and Boca Raton Drive. Bid opening is November 4, 2026, the Notice of Intent to Award is anticipated November 6, 2026, and proposed award is January 15, 2027. Addendum questions go in writing to Jason Pollard, Forest Management Coordinator.
