SNPLMA ROUND 18 CA COMMUNITY FORESTRY
ELKS CLUB CHIPPING FUEL HAZARD REDUCTION PROJECT
CONTRACTOR TBD
EXHIBIT A-1
Scope of Work Detail and Treatment Specifications SNPLMA Round 18 CA Community Forestry
Elks Club Chipping Fuel Hazard Reduction Project
1) Project Description
The intent of this scope of work is to provide contract specifications for fuels management activities on approximately 63.69 acres of California Tahoe Conservancy (Conservancy), and the USDA Forest Service (Forest Service) land (Project Area). The project will reduce wildfire risk and increase forest health by reducing the density of vegetation and interrupting the vertical and horizontal continuity of fuels. The Contractor will cut all yellow or blue marked trees, buck resulting logs for firewood, cut brush, and chip and remove contractor-generated slash and existing down fuels, as detailed below. The Contractor shall provide all equipment, tools, Caltrans encroachment permits, City/County encroachment permits, supplies, transportation, labor, and supervision to complete the scope of work. The Conservancy’s Project Coordinator, Amy Jirka, may be reached for questions at amy.jirka@tahoe.ca.gov or (530) 208.7298.
2) Project Location
The Project Area consists of 249 parcels and is approximately 63.69 acres in size. The Project Area is located on the South shore of Lake Tahoe within the community of South Lake Tahoe, CA in El Dorado County. See maps and parcel list, included below as Attachments 1 and 2. All work is located on parcels owned by the Conservancy and the USDA Forest Service and managed by the California Tahoe Conservancy (Conservancy).
The Contractor’s activities upon any Conservancy managed property shall be confined to spaces, areas, roads, and locations as directed by the Conservancy’s Project Coordinator.
Access to the Project Area is from county roads. It is expected that the Contractor’s vehicles and equipment will remain on public roads or rights-of-way, unless otherwise agreed to in advance with the Project Coordinator.
3) Performance
a. Operations Plan
Contractor shall submit to and receive acknowledgment from the Conservancy Project Coordinator a written plan of operations not less than 30 days before the date the Contractor anticipates starting work for the season. The submitted plan of operations shall include, at minimum, name and contact information for Contractor representative/foreman who will be working on the project, anticipated start date, and a description of how the contractor plans to work through the Project Area.
b. Operations Generally
Contractor shall adhere to the treatment specification set forth in Section 4 and shall make every effort during all operations and tree felling to prevent careless or unnecessary damage to residual trees. All designated trees shall be felled on Conservancy managed property, mailto:amy.jirka@tahoe.ca.gov
SNPLMA ROUND 18 CA COMMUNITY FORESTRY
and no operations of any kind shall be conducted on any adjoining property not owned or controlled by the Conservancy.
The Contractor agrees to cut designated trees and brush as described herein. The Contractor is responsible for piling all slash and cut material generated from the Project Area and covering the piles in a manner consistent with this scope of work.
The Contractor shall provide all equipment, tools, supplies, transportation, labor, and supervision necessary to complete the scope of work. At all times when work is in progress the Contractor shall have a representative readily available at the Project Area who shall be authorized to receive, on behalf of the Contractor, any notices and instructions given by the Conservancy or designee regarding performance under this scope of work, and to take such immediate action thereon as is required by the terms of this scope of work.
The Contractor shall provide and use trashcans for papers, cans, and other debris.
Petroleum containers and other debris shall be removed, and all trash shall be disposed of at Contractor's expense at a public disposal facility.
c. Timing of Operations
Unless previously authorized by the Conservancy, the Contractor’s operations shall be restricted to the hours of 8:00 a.m. to 6:00 p.m., Monday through Friday.
Once operations have commenced, the Contractor agrees to continue operations at a normal production level until all contractual provisions are completed unless shutdowns are required due to emergency response, hazardous fire conditions or other conditions identified solely by Conservancy staff.
d. Restrictions on Work
• There is NO Limited Operating Period (LOP) within the project area.
• Some parcels may contain sensitive botanical resources. Sites will be flagged and avoided.
4) Treatment Specifications
Item 1 - Cutting
A. Tree felling
Trees designated for cutting in the Project Area are marked with yellow or blue paint. Trees designated for cutting range in size from seedling (< 1 inch Diameter at Breast Height (DBH) to 30 inches DBH. All dead trees (snags) up to 20 inches DBH shall be cut, unless identified for retention. All designated trees shall be cut. Tree stumps shall be cut to a height of six (6) inches or less, measured from the uphill side or natural obstacle (rock, log, etc.) All live limbs shall be severed from the stump.
SNPLMA ROUND 18 CA COMMUNITY FORESTRY
Regeneration Tree Removal/Retention Specifications (up to 6 inches DBH)
Unless otherwise designated for retention, cut regeneration age class conifer species (up to
6 inches DBH) with a 25-foot spacing for leave trees.
Species preference for retention
1. Juniper (do not cut)
2. Sugar Pine (do not cut)
3. Incense Cedar
4. Jeffrey Pine
5. True Fir
6. Lodgepole Pine
B. Riparian Vegetation
Unless otherwise designated for removal, leave all riparian vegetation such as Aspen, Willow, Alder, Ash etc. Treatment shall consist of removal of all dead vegetation from riparian species.
C. Brush cutting
All brush occurring under the drip lines of leave trees (trees not designated for removal), within 5 feet of property lines and within 3 feet of leave logs (>25 inches diameter) shall be cut and removed. Brush within 5’ of utility infrastructure (poles and guy wires) shall be removed. The remaining brush shall be cut in a mosaic pattern, breaking up horizontal continuity, leaving gaps that are two times the average height of the brush (e.g. 2-foot-tall brush would have a 4-foot gap, 3-foot-tall brush would have a 6-foot gap, etc.). Leave no larger than a 4 by 4-foot clump of vegetation. Brush stump heights shall be six (6) inches or less as measured from the uphill side or natural obstacle (rocks, logs, etc.).
Item 2- Fuels
A. Slash Removal
Disposal of all brush, limbs, chips, and slash generated by the Contractor’s activities will be the responsibility of the Contractor and must be hauled off site, unless otherwise agreed upon. Activity generated fuels and existing ground fuels up to 10 inches diameter on the large end will be chipped and removed. For activity generated and existing down fuels larger than 10 inches diameter, see “Treatment of Logs” below. Existing down logs greater than 10 inches diameter that are partially buried into soil greater than half of its diameter or are infeasible to move because of decomposition will not be removed.
B. Treatment of logs
Logs shall remain on the parcel and shall not be removed by the Contractor. Contractor shall buck logs 10 inches in diameter or greater but less than 25 inches into rounds 16 inches in length. Contractor shall stack or pile rounds entirely on Conservancy-managed property, within 20 feet of the front property line of the parcel (or at another area designated
SNPLMA ROUND 18 CA COMMUNITY FORESTRY
by the Project Coordinator), for removal by the public as firewood. Stacked or piled firewood shall be stable such that rounds will not roll or shift into the right-of-way or onto private property and shall not exceed 4 feet in height.
Contractor shall buck each felled tree or stem at the point where its diameter is 25 inches.
The portion of the tree or stem 25 inches in diameter or greater shall not be bucked further except as provided below. The portion between the 10-inch and 25-inch bucking points shall be bucked into rounds as described above.
Logs 25 inches in diameter and greater will be left whole as downed woody debris, unless more than two (2) logs greater than 25 inches diameter exist on an individual parcel.
