About this file

This addendum to Invitation to Bid (IFB) CTA26003R modifies the original solicitation issued by the California Tahoe Conservancy for fuels management activities on approximately 63.69 acres of land owned by the Conservancy and the USDA Forest Service. The project, titled the SNPLMA Round 18 CA Community Forestry Elks Club Chipping Fuel Hazard Reduction Project, involves hand cutting standing live and dead trees and brush with chainsaws, piling logs, slash, and brush, and chipping. The addendum, issued on October 23, 2026, introduces two substantive modifications to the original IFB requirements through updated bidder qualifications and revised treatment specifications for logs.

The addendum adds a federal compliance requirement to Section B of the IFB, mandating that prospective bidders not be debarred, suspended, or excluded from federal transactions, with verification to be conducted through the System for Award Management (SAM.gov) Exclusions database before award; any bidder listed as excluded at bid evaluation will be deemed non-responsive and ineligible for award. Additionally, the addendum replaces the treatment specifications for logs in Exhibit A-1, establishing detailed requirements for bucking, stacking, and placement of logs on Conservancy-managed property, including provisions that logs 10 to 25 inches in diameter be bucked into 16-inch rounds for public firewood removal, logs 25 inches or greater remain whole as downed woody debris with exceptions when more than two such logs exist per parcel, and all materials remain on Conservancy-managed property within specified distances from the property line and outside public rights-of-way. The project is funded with federal financial assistance subject to 2 CFR 200 Appendix II (H) requirements. Questions regarding the addendum should be submitted in writing to Jason Pollard, Forest Management Coordinator.

Re: Addendum to Invitation to Bid (IFB), CTA26003R, SNPLMA Round 18 CA Community Forestry Elks Club Chipping Fuel Hazard Reduction Project

Item #1- Section B

Add to Section B of IFB- Bidder Minimum Qualifications

This procurement of services is funded with Federal financial assistance and is subject to requirements in 2 CFR 200 Appendix II (H). Prospective bidders must not be debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from transactions by any Federal department or agency. Bidder’s status will be verified in the System for Award Management (SAM.gov) Exclusions database before award. A Bidder listed as excluded in SAM.gov at the time of bid evaluation is non-responsive and ineligible for award.

Item #2- Exhibit A-1 Scope of Work Detail and Treatment Specifications

Replace language in Exhibit A-1, 4. Treatment Specifications, Item 2- Fuels, B. Treatment of Logs with the following language:

B. Treatment of logs Logs shall remain on the parcel and shall not be removed by the Contractor. Contractor shall buck logs 10 inches in diameter or greater but less than 25 inches into rounds 16 inches in length. Contractor shall stack or pile rounds entirely on Conservancy-managed property, within 20 feet of the front property line of the parcel (or at another area designated by the Project Coordinator), for removal by the public as firewood. Stacked or piled firewood shall be stable such that rounds will not roll or shift into the right-of-way or onto private property and shall not exceed 4 feet in height.

Contractor shall buck each felled tree or stem at the point where its diameter is 25 inches. The portion of the tree or stem 25 inches in diameter or greater shall not be bucked further except as provided below. The portion between the 10-inch and 25-inch bucking points shall be bucked into rounds as described above.

Logs 25 inches in diameter and greater will be left whole as downed woody debris, unless more than two (2) logs greater than 25 inches diameter exist on an individual parcel. Logs greater than 25 inches diameter in excess of two (2) per parcel shall be bucked into 16-inch-long rounds for public fuelwood. All logs or log segments must be completely on the ground and located entirely on Conservancy-managed property.

All logs, rounds, and log segments, except existing logs left in place under Section A, shall be placed entirely on Conservancy-managed property and shall not be suspended, cribbed, or left leaning on stumps, trees, or structures. Rounds and logs shall not be placed within the public right-of-way, including the roadway, shoulder, sidewalk, curb, gutter, drainage facilities, or driveway approaches, and shall not obstruct sight distance, pedestrian or vehicle movement, or access to adjacent properties.

Please submit any questions regarding this addendum in writing to Jason Pollard (Forest Management Coordinator), jason.pollard@tahoe.ca.gov image1.png image10.png
